  • Overview

    This position requires an understanding of government processes as well as Planning experience. This position supervises staff in the Building Services Permits Office, and works as a coordinator with the Planning divison. This requires excellent communication skills and ability to facilitate difficult decision-making tasks.

     

    Under the general guidance of the City’s Building Official, supervises the development review staff, plans examiners and development review processing staff.  This position will also provide functional supervision for across disciplines for either the One-Stop-Shop or the Paperless Plan Review staff, including planners, engineers, and public utilities.

     

    This professional position requires extensive expertise in development review processes and relevant ordinances, as well as the management of staff who perform development plan reviews and over‑the‑counter development review and building permit work as well as the ability to resolve difficult customer service issues. 

     

    Includes advance skills using and training staff and customers in the use of the software for permit issuance and electronic plan review and tracking. Will supervise and take an active role in all customer complaints and concerns within the One-Stop or with the Paperless Plan Review process.

    Responsibilities

    • Responsible for the day‑to‑day management of development review staff of planners, plans examiners and construction permit support staff. Hires, coaches, counsels and works alongside development review employees; contributes guidance as well as specialized expertise. May be required to manage specific development projects that are politically sensitive, in trouble or expedited.
    • Coordinates daily assignments with appropriate staff, ensuring that priority plan reviews and construction site inspections receive additional staff support when needed to complete reviews and sign offs on target dates.
    • Manages and supervises complex development and construction permitting issues, to oversee and coordinate various plan review section activities, and to communicate with staff, committees/commissions and citizens to ensure efficient and professional implementations of building permit programs, processes and procedures.
    • Ensures that the staff receives proper training, supervision and instruction in City policy and stipulated codes. Establishes performance and behavior standards, evaluates staff and initiates disciplinary or other personnel actions.

    • Assists the Building Official develop and propose policy, procedures specific codes for the City which regulate building construction. Reviews and researches testing procedures, building materials, laws, trends in the construction industry public policy and keeps the Building Official advised of relevant issues and submit recommendations for changes in codes, policy and procedures.
    • Prepares and administers the permits staff budget and other financial activities including oversight of the group’s computerized financial systems. Collaborates with division personnel to monitor and track the Division budget and ensure that financial records are useful and accurately maintained.
    • Performs other related duties as assigned.

    Qualifications

    • Graduation with a Bachelor’s degree in Urban Planning, Construction Management or a related field and seven years full time paid experience in plan review, two (2) years of which must include working knowledge of plans review across governmental agencies. Experience must also include a minimum of two (2) years team leader or project management experience.  Education and experience can be substituted on a year for year basis but must include a minimum of four years successful facilitation of plans review across governmental agencies.
    • Ability to coordinate the work of others and communicate effectively both orally and in writing.
    • Ability to supervise and participate in group decision-making, perform budgetary analysis and provide guidance and direction to both internal and external development program participants.
    • Ability to perform mathematical, algebraic, geometric and statistical calculations related to permit processing.  

    • Ability to interact effectively to problem solve with the City Building Official, the City Development Review staff, developers, contractors and other City departments.
