  • Overview


    The Salt Lake City Streets Division is seeking a Construction Operations Manager responsible for maintenance and repairs on critical City infrastructure, including asphalt maintenance; annual snow and ice removal; and curb, gutter, and ADA corner concrete replacement. This position serves as a senior management member responsible for working with management to establish strategic plans, policies, goals and objectives. The ideal candidate will have proven successful experience in the realms of human resource management, strategic planning, financial management, and operations. This position will prepare and manage a $5 million budget. The position is responsible for close coordination with other City departments, policy makers, the public, and external agencies. The ideal candidate will need to perform at a high level, making independent decisions in the City’s best interest. This position will play a critical role in maintaining City infrastructure and must assume significant responsibility for the accountable, efficient, and effective expenditure of tax dollars.

    • Directs the concrete 50/50 and 100% programs for sidewalks and curb and gutter, including providing estimates, coordinating with residents and business owners, and managing revenue collections.


    • Directs ADA corner replacement and the construction, replacement, and design of stormwater runoff systems in the right-of-way in coordination with Public Utilities.



    • Directs asphalt maintenance crews working on the City’s surface treatment and road maintenance program.


    • Ensures operations and maintenance processes comply with applicable Public Works and engineering standards as well as applicable State and Federal regulations to protect the environment and the public


    • Has extensive knowledge of and proven experience with concrete replacement and repair, crack seal, and pothole materials, application, and equipment.



    • Assists with the preparation of a $5 million budget and monitors and reports the budget on a monthly basis


    • Coordinates equipment purchases, specifications, maintenance, and repairs with the City Fleet Division



    • Oversees the annual snow and ice removal program


    • Is responsible for selecting and procuring asphalt and concrete products that are cost effective and result in high quality infrastructure improvementscabotcabo


    • Manages materials inventory and usage as well as labor and equipment use using Cartegraph platform


    • Has extensive contact with the public to mitigate impacts of maintenance projects and represents the division in public meetings and on committees as needed


    • Establishes and maintains maintenance performance standards that meet or exceed industry standards as established in the City’s Street Condition Index


    • Provides proactive supervision and human capital management to achieve goals and improve morale


    • Implements and ensures compliance with safety programs


    • Coaches and trains subordinates for effective performance and as part of succession planning



    • Bachelor degree in related field and 6-8 years of increasingly responsible work experience in related field of which three (3) of those years should be in a supervisory/management role. An equivalent combination of education and experience may be substituted on a year for year basis, excluding supervisory requirement.


    • Thorough knowledge of standards, practices, materials, and methods used in related field of work. Knowledgeable of relevant City, State and Federal regulations.  


    • Must be familiar of provisions in ADA, EPA and OSHA and other related codes related to assigned programs managed.


    • Knowledge of safety rules and hazards and application of accident prevention measures associated with maintenance procedures and involving the operation of equipment.


    • Ability to communicate and relate well with the general public.


    • Ability to work with other supervisors and fellow employees as well as effectively supervise employees.


    • Proficient in computer applications such as MS word, excel, and outlook.

    • Experienced in work order monitoring reporting, load leveling and operational analysis including coordinating a variety of work order requests and projects schedules to meet required time frames.


    • Possession of valid driver's license or driving privilege card.
