The Human Resources Department is excited to open the search for an HR Recruiter!  We are a team focused on finding great talent and strategizing hiring and recruiting with many unique positions and departments in SLC.


The ideal candidate for this position will have experience defining appropriate processes for each piece of full-cycle recruitment, will understand the current job market, and will bring fresh ideas to the City to promote diversity and inclusion in our hiring practices.  Our recruiting team provides exceptional service, innovative solutions, and will be an important piece of implementing a new HRIS system in the coming year.  This role works with HR staff and department hiring managers to create successful recruitment plans designed to accomplish specific department recruitment goals and provides expertise to hiring managers to enable them to find and attract high quality candidates, select the most qualified candidates, and facilitate employment offers.


This role may manage the recruitment process for positions at all levels of the organization including executive, professional, trade, seasonal, part-time, and hard-to-fill jobs. In addition, this position participates in planning and conducting specialized recruiting campaigns and represents the City at community events and job career fairs. 


The starting pay range for this position is a Grade 25 at $24.08/hr to $32.83/hr.  This position may also be filled at a Senior Recruiter ($29.27 to $39.96/hour) or Associate Recruiter ($19.80 to $27.00/hour) level based on experience. Pay will be commensurate with experience. 


This position is open until filled and may be closed anytime without notice.  Offers of employment are contingent on successful completion of a criminal background check in accordance with City policy and applicable law.  Criminal offenses will be reviewed on a case-by-case basis and do not automatically disqualify a candidate from City employment.


Coordinates outreach to attract qualified candidates including: 

  • Posts jobs on the City’s portal, recruitment websites and other social media resources/outlets to recruit the best talent. Develops and distributes promotional materials and recruitment information. 
  • Builds and maintains a social media presence on multiple platforms for effective marketing and communication of the City’s employer brand and employment opportunities.
  • Attends ethnic, cultural, career, and community fairsfor recruiting and promoting City recognition.
  • Networks with community partners, search firms, governmental agencies, college placement centers, trade schools, and related organizations.
  • Sources and recruits candidates by using databases, social media, etc. Develops pools of qualified candidates in advance of need.
  • Utilizes applicant tracking system reporting tools to identify potential candidates for hire. 

Assists hiring managers in identifying and selecting the most qualified candidates including:

  • Develops recruitment screening questions and reviews applicant qualifications to ensure candidates meet the qualifications and are provided appropriate consideration.
  • May conduct and/or participate in interviews, assist with the development of interview questions, and schedule interviews with department hiring managers. 

Facilitates the offer and transition of selected candidates including:

  • Coordinates employment offers with applicants and hiring departments.
  • Provides applicants with pre-employment information regarding job requirements, location, wages, benefits, and employment policies.
  • May assist with new hire paperwork to include I-9 completion, verifying documentation for I-9, and have knowledge of and ability to communicate policies that are part of new hire orientation.

Ensures Salt Lake City has a robust recruitment process including:

  • Stays abreast of best practices and current recruitment trends; incorporates changes, as needed, into recruitment strategy plans.
  • Conducts regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
  • Tracks and reports regularly on recruitment analytics.
  • Monitors the City's hard-to-fill positions and make recommendations on recruitment strategies. 

Performs other duties as assigned.


  • Graduation from an accredited four-year college or university with a bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or closely related field plus zero to four years professional experience in recruiting. Directly related work experience may be substituted for education on a year-for-year basis. A master’s degree in a related field or Human Resources Certification (PHR) or (SHRM-CP) may be substituted for two years of education or experience.
  • Proven knowledge of recruitment trends and technologies, staffing, and employment practices.
  • Excellent communications skills.
  • Critical thinking and analytical skills.
  • Ability to prioritize and organize effectively.
  • Ability to maintain confidentiality of information.
  • Ability to read, write and speak the English language to communicate with employees, customers, suppliers, in person, on the phone, and by written communications in a clear, straight-forward, and professional manner.
  • Proficiency with MS Office.
